Metcalfe TE project PI 0010609



Sealed proposals for the Metcalfe Streetscape Project will be received by the Thomas County Board of Commissioners at the County Clerk's Office in Thomasville, Georgia until 2:30 PM on 7/20/2017.  All bids will be publicly opened and read aloud at that time.


The work to be done consists of a new sidewalk, striping, curbing, pedestrian lighting and landscaping in Metcalf, GA. The project area includes the right-of-way of CR. 384 /Metcalfe Road from Broad Street to Metcalfe-Beachton Road.


All work under this contract shall be done in accordance with the Georgia Department of Transportation Standard Specifications, Construction of Transportation Systems, 2013 Edition (hereinafter referred to as GDOT Specifications) and Supplemental Specifications Book, 2016 Edition, and applicable special provisions and supplemental specifications.


The bid document is to specify that the applicable GDOT Specifications govern over any conflicting requirements that may be found in the Sponsor/Contractor Construction Agreement, General Conditions, and Supplemental General Provisions.


All testing is to meet the requirements outlined in the GDOT Sampling, Testing, and Inspection Guide. See GDOT Local Administered Projects Manual, Chapter11 and Appendix G, for specific requirements.


The contractor shall use suppliers on the appropriate GDOT Qualified Products List. The contractor shall be required to keep a daily journal of construction activities. All work shall be completed within 180 calendar days from the Notice to Proceed. Work is expected to begin within 10 days of the Notice to Proceed.    Each bidder shall be required to demonstrate their ability to meet the schedule as a part of the bid proposal process (Section O1135 Bidder's Qualifications). Bidders submitting bids over $2,000,000 shall be prequalified with the GDOT. Bidders submitting bids $2,000,000 or less shall be prequalified or registered subcontractors with the GDOT. Failure to demonstrate this capability may be grounds for rejection of the bid proposal.


Plans and specifications are open for public inspection at the County Clerk's Office, 116 W. Jefferson Street, Thomasville, GA and copies may be obtained from EMC Engineering Services, 1344 US Hwy 19S, Suite A, Leesburg, GA 31763  (229)435-6133    ($50  per CD)


All bidders are required to attend a pre-bid conference, which will be held at 10:30 A.M. on 7/11/2017 at the Office of the Thomas County Manager, 116 W. Jefferson Street, Thomasville, GA. Project scheduling, coordination requirements, minority participation, and questions of interpretation will be addressed at this time.


Bids must be accompanied by a Bid Bond on the form included hereto and shall be secured by a surety company, certified check or cashier's check in an amount equal to at least 10% of the amount of the bid. The performance bond is to be 100% of the contract amount and the payment bond is to be 110% of the contract amount to conform to GDOT specification 103.05 and other sections of the bid document.


Thomas County reserves the right to reject any and all bids and to waive any informalities in the bidding.


Bidders must comply with the President's Executive Order Nos. 11246 and 11375, which prohibit discrimination in employment regarding race, creed, color, sex or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, and the Contract Work Hours Standard Act.


All required front-end documents shall be completely executed and submitted with bid package.
